This paper focuses on the contribution provided by stakeholder analysis to local strategic planning. The aim of the paper is to deal with the issue, emerging from both literature and practice, of linking stakeholders’ activities to the performance of the local area. Starting from the analysis of relevant studies on performance management in the public sector, strategic planning, and stakeholder theory, this work suggests the adoption of dynamic performance management as an instrumental approach to guide stakeholder analysis in local strategic planning processes. The study was conducted through an extensive literature review and is based on the re-framing of the real case of an Italian city’s strategic planning experience.

Abstract
