Le politiche per l’immigrazione come uno dei «tratti distintivi» dell’autonomia politica della Regione Toscana, fra sussidiarietà verticale e orizzontale

During last years, Tuscany has played an important role in political debate on migration, often directly against national policies. Tuscany has assumed «migration» as a political distinctive feature within Italian regionalism. Both in the regional statute, in legislation and in administrative choices, the Region has developed a policy based on a widespread reception of migrants and refugees in the regional territory and on a recognition of some fundamental rights – especially in health and social field – for all migrants (including irregular ones). Anyway, there are a lot of difficulties in coordinating national projects for migrants and refugees (such as SPRAR and CAS) with regional and local administrative structures. A strong relationship with Third Sector Organizations has let it possible to reach important results, through a close collaboration based on a co-design model.
