Just a few years ago cosmopolitan thinkers were looking with enthushiasm at the contemporary globalization processes, envisaging signs of the cosmopolitization of the international community in fields like migration governance and human rights. Yet, after the so-called migration crisis, within the European context, norms and bureucratic practices have been adopted which give major relevance to individuals’ relations with embedded political communities thus undermining the centrality of the evaluation of the individual situation of asylum-seekers - giving new force to the idea that citizenship still represent the right to have rights. In this paper, we analyse such dynamics with reference to the concept of the Safe Country of Origins as laid down in the European Asylum Procedures Directive.
