The article aims to deepen the measures and services included in the National Recovery and Resilience Plan, aimed at persons with disabilities. In particular, the regulatory context relating to the imple-mentation of independent living is analyzed in the light of the provisions of art. 19 of the CRPD. From this perspective, following the effects produced by the Covid pandemic on residential facilities for people with disabilities, the characteristics and limits of the deinstitutionalization projects financed within the NRRP Mission 5 are highlighted.
